Background of the Study
Civic education is crucial for nurturing informed and active citizens. In Sokoto State University, Sokoto, an innovative mobile-based multimedia learning app is being designed to enhance the teaching of civic education. This digital application integrates text, audio, video, and interactive quizzes to present complex civic concepts in an engaging, user-friendly format (Ibrahim, 2023). Mobile technology, with its widespread accessibility, offers an ideal platform for delivering educational content to students who are increasingly reliant on digital devices. The app aims to simplify topics such as governance, rights and responsibilities, and democratic processes by using real-life scenarios and multimedia narratives that resonate with young adults. Recent research indicates that multimedia learning tools can significantly improve knowledge retention and critical thinking skills by providing a more dynamic and interactive learning experience (Chinwe, 2024). Moreover, the app is designed to facilitate self-paced learning, allowing users to review content and assess their understanding through interactive assessments and real-time feedback. This approach is particularly beneficial in resource-constrained educational settings, where access to traditional teaching aids may be limited. The study will evaluate the app’s design, functionality, and pedagogical effectiveness in enhancing civic education. It will also explore how the app can be integrated into existing curricula to promote civic awareness and participation among students. Statement of the Problem
Despite the recognized importance of civic education, traditional instructional methods often fail to engage students effectively, resulting in a limited understanding of democratic processes and civic responsibilities (Ibrahim, 2023). In Sokoto State University, many students exhibit low levels of participation and interest in civic education due to outdated teaching methods and a lack of interactive learning tools. The absence of a comprehensive, multimedia-based approach to civic education creates a gap between theoretical knowledge and practical civic engagement. While digital platforms have the potential to transform this learning process, their application in civic education remains minimal, hindered by challenges such as limited technical infrastructure, lack of content standardization, and insufficient training for educators (Chinwe, 2024). This study seeks to address these issues by designing and implementing a mobile-based multimedia learning app specifically tailored for civic education. It will assess the app’s effectiveness in enhancing students’ knowledge, attitudes, and participation in civic matters, and examine the technical and pedagogical challenges associated with its use. The research will also consider the cultural and contextual factors that influence the adoption of digital learning tools in civic education. By providing a user-centered, interactive learning experience, the study aims to bridge the gap between traditional civic education methods and modern digital practices, ultimately fostering a more informed and active citizenry (Afolabi, 2024).

Scope and Limitations of the Study
This study is limited to the design, development, and evaluation of a mobile-based multimedia learning app for civic education at Sokoto State University, Sokoto, Sokoto State. It focuses exclusively on digital civic education and does not extend to other subjects.
